Employers get two extra weeks to close out September's provident fund compliance. On 13 October 2026, the Employees' Provident Fund Organisation issued a circular pushing the due date for filing the Electronic Challan-cum-Return (ECR) and remitting statutory contributions for the September 2026 wage month from 15 October 2026 to 31 October 2026.

Why EPFO did this
The extension is a direct consequence of the mid-September wage-ceiling revision. The Central Government raised the statutory wage ceiling for EPF/EPS/EDLI coverage from ₹15,000 to ₹25,000 a month through Notification S.O. 5109(E) dated 17 September 2026, issued under the Code on Social Security, 2020. Because the change took effect on 17 September — right in the middle of the wage month — September 2026 became a split month for payroll computation: one part of the month under the old ceiling, the other under the new one.
Employers told EPFO, through multiple representations, that reworking payroll systems, pay bills, employee-wise contribution calculations and statutory records at such short notice was creating genuine technical, operational and administrative difficulty. The circular accepts that case and grants the extra time so establishments can complete payroll revisions accurately rather than file wrong returns under deadline pressure.
What the circular actually says
- Extension, not waiver. The due date itself is moved — from 15.10.2026 to 31.10.2026 — so ECR filing and contributions for September 2026 completed on or before 31 October 2026 count as on-time.
- September 2026 only. Paragraph 6 of the circular confines the extension exclusively to the September 2026 wage month. It is expressly not a general extension of statutory timelines for any other wage month.
- No other obligation is relaxed. The extension does not dispense with any other obligation arising under the Act or the Schemes — only the September ECR timeline moves.
- Field offices told to spread the word. All EPFO field offices are advised to inform the establishments under their respective jurisdictions and to facilitate compliance under the circular.
- Legal basis. Issued in exercise of the powers conferred on the Central Provident Fund Commissioner under the second proviso to Paragraph 28(3) of the Employees' Provident Funds Scheme, 1952, with the approval of the CPFC. The circular is signed by (P. B. Verma), Additional Central Provident Fund Commissioner (Compliance), from EPFO Head Office, East Kidwai Nagar, New Delhi.
Old position vs new position. Ordinarily, the ECR for a wage month and the accompanying contributions are due by the 15th of the following month — so September 2026 was due by 15 October 2026. The circular keeps that framework intact but shifts this one month's deadline to 31 October 2026. From the October 2026 wage month onwards, the usual 15th-of-next-month rhythm resumes (October 2026 dues fall on 15 November 2026).
Who is affected
Every establishment covered under the EPF & MP Act / Code on Social Security framework that files monthly ECRs — but the practical burden falls hardest on employers with staff in the ₹15,000–₹25,000 wage band, whose September payroll had to be split across the two ceilings (1–16 September under ₹15,000; 17–30 September under ₹25,000). Establishments that were already contributing on full actual wages above the old ceiling are largely unaffected by the revision itself.
What employers should do now
- Reconcile the split month carefully. Preserve the working that divides September wages across the two ceiling periods; keep the Gazette notification and EPFO's implementation guidance in the compliance file.
- File the September 2026 ECR and remit contributions on or before 31 October 2026. Do not let the extended date slip — missing it exposes the establishment to the usual damages and interest consequences.
- Keep October 2026 on the normal calendar. Its ECR remains due 15 November 2026; the extension does not carry forward.
- Do not read this as a general amnesty. The circular grants time, not forgiveness — every other statutory obligation stands as before.
Verification note. The circular (No. Compliance/AnnAcPlan/2022-23/RationalizationofECR-Part(1)/e-704368, dated 13.10.2026, stamped 13 OCT 2026) was read in full — both pages, including the operative paragraphs, the second-proviso-to-Para-28(3) legal basis, and the signatory. At the time of writing, the copy available for verification was hosted on a third-party compliance portal rather than on epfindia.gov.in, which was unreachable from all attempted routes (CloudFront block); the circular itself directs EPFO's IS division to upload it to the EPFO website. EPFO's own official social-media channel independently confirms the operative fact — that the September 2026 ECR filing and payment deadline is extended to 31 October 2026. Details of the wage-ceiling notification (S.O. 5109(E)) are drawn from multiple independent specialist reports; the Gazette text itself was not directly read. NOT CHECKED: whether EPFO has separately notified any consequential change to damages/interest computation for this period.
